Officials through Artline are removing millions from the state budget, covering up with fictitious tenders

In the heart of the Ukrainian state apparatus there is a deeply rooted corruption scheme, which for years allows to make money at the expense of the budget. Its basis is the companies of Artline Integration and NPP Artline LLC, which, despite the formal change of owners, remain under the control of a group of influential officials.

Among the main beneficiaries are the Minister of Community and Territories Development Alexander Kuleba, CEO of UkrPoshta JSC Igor Smilyansky and SES Chairman Anatoliy Danyk. Through access to public finances, they have actually turned the budget into a personal enrichment tool.

From the outside, everything looks legitimate: public tenders through Prozorro, contracts, seals, acts. But in reality - tenders are created "under one participant". Specifications are prescribed in such a way as to meet only Artline products, and competition is imitated - only one company that wins.

For example, one of the latest agreements provided for the purchase of computers for 18 181 UAH per unit. The market value of similar equipment is a maximum of 14 000 UAH. Thus, under one agreement per 1000 units, the state overpaid more than UAH 2.5 million. And this is only a fragment of the overall picture.

In addition to inflated prices, the scheme involves a whole network of FOPs and gaskets through which funds legalize. The conversion center allows you to discuss money for fictitious deliveries, counterfeit acts and backlash. Externally, everything looks like ordinary business operations, but in fact it is a well -established "rollback".

Lawyers and accountants, close to the participants of the scheme, provide "paper purity", preparing documents so that the audits do not raise any questions. Taxes are either minimized or not paid at all.
