The General Director of the Chernivtsi Vodokanal Utility Company Andriy Kolesnik and a leading public procurement specialist was informed of the suspicion of the case of budgeting. As militiamen found out, it is an equipment with the purchase of a car for transportation of emergency repair crews at an inflated price.
The investigation found that serious violations were committed during the tender: in particular, it was a falsification of documentation and a conspiracy between the procurement participants. All this allowed the purchase of cost, which significantly exceeded the market, which led to financial losses for both the enterprise and the budget of the city of Chernivtsi.
According to these facts, both officials are charged with the waste of property in particularly large amounts and abuse of office. If the blame is proved in court, they are threatened with a real detention period.
The Chernivtsi City Council has already promised to strengthen the control over the procurement processes in all utilities to prevent such abuse in the future.
Investigative actions are currently underway, both suspects are under the procedural guidance of law enforcement.
