The National Agency for the Prevention of Corruption has found numerous violations in the declaration of the Ambassador of Ukraine in Israel Yevgeny Korniychuk for 2021. It is both false data and probably illegal assets, in particular, shadow funds worth about UAH 40 million.
The NAPC's audit found that the diplomat incorrectly stated its position, indicating the "Civil Service" instead of "Diplomatic Position". He also declared the absence of foreign documents in themselves and children, although in reality they had current passports.
One of the key violations was the concealment of facts in two residences in Israel, which in 2021 used the ambassador and his son. Both apartments were rented under contracts, one of which provided an advance for six months. However, these objects were not shown in the declaration. Korniychuk himself explained it with a mistake and stated that the housing was rented by the embassy. NAPC rejected this explanation.
The Ambassador also stated six expensive wristwatches in the Declaration - Omega, Rolex and Patek Philippe brands - but did not indicate their value. There are also no documents confirming their purchase.
Particularly noteworthy is the information about Korniychuk's founding in 2007 of the Corino Foundation in Liechtenstein with corporate rights worth 30,000 Swiss francs. In 2021 he did not declare this asset, but liquidated the fund only in February 2024 - after the start of the audit.
The greatest differences arose in terms of cash assets. The diplomat declared $ 4.8 million in accounts and another 3.5 million in cash. The NACC found that the total income of Korniychuk in 1998-2020 amounted to UAH 28 million, while his expenses for apartments in Turkey and other needs exceeded UAH 80 million. In 2021, he declared another 122 million UAH of income, but the calculations showed that his real savings could be a maximum of UAH 98 million, while in the declaration - 138 million. The difference of 40 million UAH is not confirmed.
In addition, the declaration contains other inaccuracies: the ambassador did not indicate membership in the National Association of Lawyers of Ukraine, although he possessed a certificate of lawyer; declared the compensation payments and the cost of education of children who are not subject to declaration; as well as participation in a public organization where it is not formally seen by the founder.
According to the NAPC's findings, violations found may indicate a criminal offense under Part 2 of Art. 366-2 of the Criminal Code-declaring false information in particularly large sizes.
