According to project , the Department of Improvement, Reconstruction and Reconstruction of the Kharkiv City Council signed a contract with the "Promtex Construction Company" PE on October 9 for the overhaul of an apartment building damaged by shelling. The contract amount is UAH 171.45 million, financed by the Ukraine Facility. The work should be completed by the end of 2026.
The project was developed by the private enterprise "Pallada", the expertise was carried out by the Kharkiv branch of the state enterprise "Ukrderzhbudekspertyza". The estimate includes delivery of materials around the city, but experts draw attention to the obvious overestimation of certain items. Thus, the documentation indicates prices that significantly exceed market offers:

NT Facade 135 slabs (150 mm) — 1,193 UAH/sq. m (market: 534–765 UAH/sq. m);

polystyrene EPS 200 Graphite 150 mm — 1,405 UAH/sq. m (market price: 634–765 UAH/sq. m);

cable VVG ngd 5x10 — 392 UAH/m (market price: 299 UAH/m);

Weber Therm S80 reinforcing adhesive — 23 UAH/kg (market price: 6 UAH/kg).
According to experts, the probable overpayment for the listed positions alone could amount to at least UAH 5 million. There was a cheaper competitor at the auction, Avtomagistral-Zahid LLC, which offered UAH 17.65 million less, but its offer was rejected due to alleged technical inconsistencies.
PE "Construction Firm "Promtex"" is part of the "Building Group" consortium, whose owners are Ruslan Maly, Stanislav Brovin and Natalia Golovko. The consortium is associated with the investment and construction corporation "Avantage", a key person in which is the former deputy of the Kharkiv City Council and People's Deputy Anatoliy Denysenko. Since 2016, Promtex has received government orders for a total of UAH 3.74 billion, mainly from the current customer.
An explanatory note with a detailed justification of the cost of works and materials has not been made public, which leaves open the issue of transparency of the estimate assessment and the appropriateness of the contractor's selection. The customer and the contractor must provide full explanations regarding the formation of prices in the estimate and the reasons for rejecting the cheaper offer in order to eliminate suspicions of unjustified expenditure of budget and donor funds.
