The law enforcement officers became interested in "kickback schemes" for the built fortifications and restored infrastructure in the Chernihiv region. First Deputy Prime Minister Yulia Svyridenko and her brother Vitaly Svyridenko may be involved in their organization.
We will remind you that Yulia Svyridenko's native Chernihiv region is currently being rebuilt after the Russian attack in 2022, and fortifications are being actively built on the border with the Russian Federation and Belarus. As it became known to the journalists of our publication, the budgets allocated for fortification and restoration are significantly overestimated, already taking into account the so-called "rollbacks".
According to our source in the Security Service of Ukraine, the first vice-prime minister of Ukraine, Yuliya Svyridenko, is responsible for allocating the necessary budget for the development, and her brother makes the decision about which of the contractors and for what "rollback" will be carried out. The "rollback" scheme is implemented with the involvement of local officials, each of whom has his own "role" and his own "destiny". We are talking about the head of the Chernihiv Regional State Administration Vyacheslav Chaus, his deputy Kostyantyn Mehem and the head of the Department of Capital Construction of the Chernihiv Regional State Administration Yaroslav Slesarenko.
If you compare the backgrounds of Vyacheslav Chaus and Yulia Svyridenko, you can trace a number of connections: both are from Chernihiv and have crossed paths repeatedly in the public service. In this context, it is also worth paying attention to the official biographies of Yulia Anatoliivna's parents - officials whose background is also connected with Vyacheslav Chaus.
Therefore, it is not surprising that the appointment of Vyacheslav Chaus to the position of the head of the Regional State Administration took place in August 2021, just at the time when Yulia Svyridenko held the position of Deputy Head of the Office of the President of Ukraine . Also, from the point of view of analyzing the background of Vyacheslav Chaus, it seems logical to appoint Kostyantyn Mehem as his first deputy after receiving the position of head of the State Administration. Vyacheslav Chaus met Kostyantyn Megem at PJSC "Kyivstar" and later took him with him to JSC "Ukrgazvydobuvannya".
As we can see, the "company" for the development of budget funds allocated for infrastructure restoration and fortification works in the Chernihiv region has known each other for a long time. So let's move on to the distribution of "roles" and "percentages" of rollbacks. As they say: "who", "to whom" and most importantly "how much".
In the Chernihiv region, Konstantin Mehem and Yaroslav Slesarenko, the head of the State Administration of Ukraine Vyacheslav Chaus, have been appointed to be responsible for the financing and monitoring of the construction of fortifications. As for the latter, according to our SBU sources, he is suspected of embezzling budget funds during the construction of roads in the region.
For now, he is being called for questioning as a witness, but in the near future, Yaroslav Slesarenko has every chance to move from the "witness" category to the "suspect" category. According to our sources, all necessary materials for this have already been collected. In particular, it was established that Yaroslav Slesarenko received kickbacks in the amount of UAH 37 million in 2023-2024 due to abuse during the construction of fortifications and infrastructure restoration in the region.
Regarding setbacks in road construction, it is worth mentioning one more official: Oleksandr Mysnyk, director of the State Enterprise "Agency of Local Roads of Chernihiv Region". According to our sources, Oleksandr Mysnyk became richer by 69 million hryvnias only during the period of 2023-2024. It is worth noting that Oleksandr Mysnyk is also a good friend of Yulia Svyridenko, since it was Oleksandr Petrovych who replaced her in the position of acting head of state. Deputy head of the Chernihiv Regional State Administration, Dmytro Hryhorovych Synenko, decides all technical aspects of winning the tenders of the required contractor companies. In the team, Dmytro Synenko is called "cashier" - because of his financial education and experience in banking. Dmytro Synenko's area of responsibility is the distribution of all contracts in the region, the organization of winning tenders for loyal enterprises and the control of the collection of kickbacks.
At the local level, the head of the Chernihiv Regional State Administration, Vyacheslav Chaus, oversees the process and is in direct contact with the Svyridenko family, and on the part of the law enforcement officers, the process of embezzlement of state funds is "crushed" by the Chernihiv Oblast Regional State Administration, for which it receives 0.5% of the budget funds allocated for the restoration of infrastructure and fortification .
Our attention was also drawn to the fact that Yulia Svyridenko's brother, Vitaly, periodically contacts and carries out "operational control" of Oleksandr Mysnyk and Yaroslav Slesarenko. According to our information, Vitaly Svyridenko is currently in London, where he ensures the "conversion of kickbacks" to offshore accounts.
