From the beginning of 2025, important changes in the rules of international auto insurance will be introduced in Ukraine and the countries of the "Green Card" system. Drivers can expect a number of innovations that will change the approach to drawing up and using this policy.
Major changes
- Delayed start of the policy
From 2025, the policy will begin to operate only from the next day after registration. This means that it will not be enough to conclude a contract right before going abroad. Drivers will have to plan their insurance in advance to avoid problems at the border. - Electronic format
All member countries of the Green Card system will recognize electronic certificates. Now it is enough to save the PDF file on your smartphone - a paper policy is no longer needed. This simplifies document storage and reduces the risk of its loss. - Free pricing
Instead of regulated prices from the Motor Transport Insurance Bureau of Ukraine (MTSBU), insurance companies will be able to independently set the cost of policies. This will open up opportunities to choose the best conditions among various insurance offers, but will also require a more careful approach to choosing a company.

You can take out a policy both in the offices of insurance companies and online, which is convenient for comparing prices.
Crossing the border without a valid "Green Card" policy is not possible. In the member countries of the system, fines from 150 to 1000 euros are provided for lack of insurance. In the event of an accident, a driver without a policy will be forced to independently compensate the victims, which can result in significant financial losses.
What is a "Green Card"?
This is an international auto insurance policy that covers the driver's liability for damages caused to third parties in the event of an accident abroad. It does not cover the costs of the car owner, but guarantees the financial protection of the victims.
To issue a policy, you must have:
- Vehicle registration certificate;
- Passport or ID card;
- Identification code.
