The Verkhovna Rada of Ukraine adopted Resolution No. 13041 “On Supporting Democracy in Ukraine in the Conditions of Aggression of the Russian Federation” , which confirmed the impossibility of holding elections during martial law. The document was supported by 268 people's deputies.

On February 26, the Verkhovna Rada of Ukraine adopted Resolution No. 13041 “On support for democracy in Ukraine in the face of aggression of the Russian Federation”. On the eve of the vote, this document failed, but today it was supported by 268 people's deputies.
In the text of the resolution, Parliament states that the main reason for the impossibility of holding elections in Ukraine is the armed aggression of the Russian Federation. The document states that:
- Putin is responsible for the fact that in Ukraine it is impossible to organize free, transparent and democratic elections with the involvement of international observers.
- The martial law does not allow elections to be held in accordance with the Constitution, and only after the end of the war will they become possible.
- Ukraine, as a democratic country, will hold a presidential election after providing a just and sustainable peace - this decision will be made by the Verkhovna Rada.
- The mandate of Vladimir Zelensky is not reviewed. Parliament reminds that he was elected in the free and democratic elections, and his powers will continue until the post of admission to the post of newly elected President in accordance with the Constitution.
The document clearly outlines Ukraine's position: the election is impossible now, and a stable peace is a major prerequisite for their organization.
The Council also called on the international community to consolidate efforts to achieve Ukraine's victory and establishing a just peace that will restore a normal democratic life, including the electoral process.
This resolution has both domestic political and international importance. It captures the unified position of the Ukrainian authorities on the impossibility of holding elections during the martial law, while emphasizing democratic principles. It is also a response to the country's discussion and Western partners' statements about the possibility of elections even during the war.
Parliament stressed that after the hostilities, Ukraine will immediately restore democratic procedures, including elections, in accordance with international standards.
