NAVS professor Oksana Khablo underestimated the value of a car and a man has been living in someone else's apartment for free for years

The anti-fraud project "190" has published data on the property status of Oksana Khablo, a professor at the Department of Criminal Procedure of the National Academy of Internal Affairs: the lecturer underestimated the value of her car, and her husband has been using a third-party apartment for free for years.

According to the investigation, Khablo owns two land plots near Kyiv: 636 sq. m in the village of Voropayiv (purchased in 2011, the indicated value is UAH 322) and 2,500 sq. m in the village of Parkhomivka (purchased in 2015, the value is not indicated in the declaration). In 2010, the professor invested in an 83 sq. m apartment in Kyiv, which is still indicated in the declaration as an object of unfinished construction.

At the end of September 2025, Khablo invested in real estate again - she bought an apartment with an area of ​​42.5 sq. m. in Kyiv worth over 2.5 million UAH; she indicated that she took out a mortgage under the eOselya program and paid a down payment of 523 thousand UAH.

The professor's husband, Oleksandr Khablo, has been using a 75.8 sq. m apartment free of charge since 2020, which belongs to citizen Yuriy Miroshnychenko.

Another episode is the underestimation of the cost of a car: in 2019, Oksana Khablo noted the purchase of a 2013 Volkswagen Tiguan for UAH 200,000, although the market value of such a model, according to the authors of the investigation, is about UAH 500–600,000. In 2023, the professor's husband purchased a 2011 Audi A6 Allroad for UAH 400,000.

Over the past year, the declaration indicates official income: Oksana Khablo received 673 thousand UAH of salary from the National Internal Affairs Directorate; her husband - 699 thousand UAH from LLC "ESTOUND COMMERCE" and 122 thousand UAH from military unit A7040. The couple also declares 6.5 thousand USD in cash (almost 270 thousand UAH). At the same time, as the authors of the material note, the professor did not indicate in public declarations what savings are stored in their bank accounts (the couple has three accounts in different banks).
