On July 1, 2025, new rules have come into force in Ukraine, according to which all pharmacies are obliged to participate in the State Program "Available Medicines". From now on, patients can receive the necessary drugs for electronic prescription free or with partial extra charge at any pharmacy-regardless of its format or network affiliation.
This was reported by the Ministry of Health of Ukraine. According to the new requirements, each pharmacy must enter into an agreement with the National Health Service of Ukraine (NSAU) and provide release of drugs under the program.
If the pharmacy refuses to issue "affordable medicines" or say they do not have a relevant contract, the Ministry of Health advises to contact hot lines:

If the pharmacy does not have a contract with the NSAs, the complaint should be filed with the Ministry of Health by calling 0 800 505 201.

If the pharmacy has a contract but refuses to release medicines by e-recipe-contact the NSAs at 16-77.
The Ministry of Health also prepares an expansion of the list of medicines. Already in August, new active substances will be added to the list - preparations based on indapamide, torasemide, methyldopes, as well as remedies for the treatment of anemia with dicovalent iron and folic acid.
In October, the program should also include medicines for patients with oncology - instamstan, letrozole and tamoxifen.
For residents of the frontline regions and remote villages, alternative access mechanisms have been created:

Mobile pharmacy points are already operating in 17 regions and serve more than a thousand settlements. The moving schedules can be viewed on the Ministry of Health website.

UkrPoshta. Pharmacy is a project that allows you to order drugs with free delivery. The initiative has been working throughout the country since October 2024.
The Ministry of Health urges Ukrainians not to leave such cases without attention and to protect their right to affordable treatment.
