The Zhytomyr District Prosecutor's Office is conducting legal proceedings against the company "Favorit OPT", which is owned by ex-Nardeput Boryslav Rosenblat. Prosecutors demand to invalidate the contract between "Favorit OPT" and the Department of Capital Construction of the Zhytomyr City Council and to collect UAH 1.66 million from the company - this is the amount it received during the reconstruction of the sports ground in the city.
In 2019, the Department of Capital Construction of the Zhytomyr City Council allocated UAH 1.66 million for the reconstruction of the sports ground of the company "Favorit OPT". However, the Antimonopoly Committee of Ukraine (AMCU) checked this purchase and found violations.
AMCU established that "Favorit OPT" and "Perfect Building" LLC, which competed for the opportunity to reconstruct the site, actually simulated competition so that "Favorit OPT" won the contract. This violates the conditions of procurement, which provide for the presence of competition, to ensure savings of state funds.
According to the decision of the AMCU, "Favorit OPT" and "Perfect Building" LLC were fined 272,000 UAH. The Prosecutor's Office of the Zhytomyr Region then appealed to the Commercial Court with a claim for the return of UAH 1.66 million, which "Favorit OPT" received for the reconstruction. The proceedings were instituted to protect the interests of the state.
According to the data of the analytical system YouControl, SE "Favorit OPT" ATZT "Favorit" has been operating on the market since 1996. This business is controlled by Olena and Zhanna Rosenblatt, the sister and wife of ex-Deputy Boryslav Rosenblatt.
Rosenblatt was elected a People's Deputy in 2014 from the Petro Poroshenko Bloc, and during the presidential elections of the same year, he was Petro Poroshenko's confidant.
During his parliamentary mandate, Rosenblatt became a participant in several scandals. One of them happened in June 2017, when SAP and NABU revealed the so-called "amber case". According to the anti-corruption authorities, Rosenblatt and People's Front deputy Maksym Polyakov accepted a bribe to help a foreign company in the field of amber mining in Ukraine. They promised to help the Council pass the necessary changes to tax and customs legislation, as well as to influence officials to help the company obtain a license to mine amber.
Also, investigative journalists reported that the company owned by Rosenblatt's family disrupted the multimillion-dollar renovation of one of the best gymnasiums in Donetsk region, demanding a subscription before the work began.
During the full-scale war, Rosenblatt once again found himself in the spotlight. The company owned by his family received UAH 650 million in advance payments from the Ministry of Defense for the production of a batch of drones, which turned out to be of low quality. According to Bihus.info, the Ministry of Defense ordered 55 HAWK drones from the company in the amount of UAH 807 million, but on the day of delivery, the manufacturer brought only 4 complexes, two of which cannot take off, and one of which loses its image.
