The Zhytomyr District Prosecutor's Office is conducting a lawsuit against the company "Favorit OPT", owned by former People's Deputy Boryslav Rozenblat. The prosecutors are demanding that the contract between "Favorit OPT" and the Capital Construction Department of the Zhytomyr City Council be declared invalid and that the company be charged UAH 1.66 million, the amount it received during the reconstruction of a sports field in the city.
The Capital Construction Department of the Zhytomyr City Council allocated UAH 1.66 million for the reconstruction of the sports field of the Favorit OPT company in 2019. However, this purchase was checked by the Antimonopoly Committee of Ukraine (AMCU) and violations were found.
The AMCU found that Favorit OPT and Perfect Building LLC, which were competing for the opportunity to reconstruct the site, were actually simulating competition so that Favorit OPT would receive the contract. This violates the procurement conditions, which provide for competition to ensure savings for the state.
According to the decision of the Antimonopoly Committee of Ukraine, Favorit OPT and Perfect Building LLC were fined UAH 272,000. The Prosecutor's Office of Zhytomyr Region then appealed to the Commercial Court with a claim for the return of UAH 1.66 million that Favorit OPT received for the reconstruction. The proceedings were initiated to protect the interests of the state.
According to the data of the analytical system YouControl, the subsidiary "Favorit OPT" of JSC "Favorit" has been operating on the market since 1996. This business is controlled by Olena and Zhanna Rozenblat, the sister and wife of former People's Deputy Boryslav Rozenblat.
Rosenblatt was elected as a People's Deputy in 2014 from the "Bloc of Petro Poroshenko" and was a confidant of Petro Poroshenko during the presidential elections of the same year.
During his parliamentary mandate, Rosenblatt became a participant in several scandals. One of them occurred in June 2017, when the SAPO and NABU uncovered the so-called “amber case”. According to the anti-corruption authorities, Rosenblatt and People’s Deputy from the “People’s Front” Maksym Polyakov accepted a bribe in order to help a foreign company in the field of amber mining in Ukraine. They promised to promote the adoption of the necessary changes to tax and customs legislation in the Rada, as well as to influence officials to help the company obtain a license for amber mining.
Also, investigative journalists reported that a company owned by the Rosenblatt family disrupted a multi-million-dollar renovation of one of the best gymnasiums in the Donetsk region by demanding a down payment before work began.
During the full-scale war, Rosenblatt found himself in the spotlight again. The company owned by his family received UAH 650 million in advance payments from the Ministry of Defense for the production of a batch of drones, which turned out to be of poor quality. According to Bihus.info, the Ministry of Defense ordered 55 “HAWK” drones from the company for UAH 807 million, but on the day of delivery, the manufacturer brought only 4 complexes, two of which cannot take off, and one loses its image.
