A new scandal in the field of procurement of products for the Armed Forces has been decided to be brought to court, blaming the case of "Trade Granite Invest" LLC. According to StopCor, this company has connections with the structure of the former company "Trade Commodity", which belonged to Andrii Adamovskyi and ex-official of the government of the previous president, Vladyslav Yakubovskyi. Recently, the Court of Appeal partially satisfied the claims of Trade Granit Invest LLC, which raises additional questions about the connections between these companies and the quality of services they provide for the Armed Forces.
According to the information posted on the YouControl website, Yuliya Pavlichenko is the head of Trade Granit Invest. This company, as you know, has a history of cooperation with the Ministry of Defense, but recently its activities have become the object of mass complaints, especially after Yulia Pavlichenko was transferred to the company "Maxmed International".
Pavlichenko is known as the former head of the State Enterprise "Ukrekoresursy" and the deputy director of the Department of Accounting, Financial Planning and Ensuring the Activities of the State Agency for Environmental Investments of Ukraine. She also has joint business interests with Vladyslav Yakubovskyi and Andrii Adamovskyi, owning together with them the Ukrainian Locomotive Construction Company and the Eurasia Investment Company LLC.
It is interesting that, in addition to the contracts with the Ministry of Defense, "Trade Granit Invest" is not recorded with the conclusion of other tender agreements. The company has already come under fire from the public due to scandalous deliveries of food to the Armed Forces. In September 2023, it received a contract for the supply of food for the military worth 666 million hryvnias, which became the last agreement with this industry. However, open bidding showed that other companies offered larger discounts of 28% and 26%, but their offers were rejected with some caveats.
In January 2024, Deputy Defense Minister Vitaly Polovenko announced an immediate inspection of the stockpiles of several military units in the east of the country due to complaints about the quality of food. Although the specific company that supplied these products was not named, the adviser to another deputy minister of defense, Bohdan Yarov, expressed her claims specifically to Trade Granit Invest.
"The company successfully won ten lots at competitive prices and normal documents. It looks like a lot of work is already planned. However, according to the report of Bohdana Yarova, adviser to the Deputy Minister of Defense, in recent weeks the ministry has been conducting intensive negotiations, taking measures to control and supervise suppliers 24/7, sending letters, drawing up acts. These measures are linked to food shortages, and sometimes to the absence of food.”
The criminal trail of Adamovsky-Yakubovsky
Vladyslav Yakubovskyi's alleged corrupt actions date back to 2011, when he headed Derzhekoinvest. This agency was responsible for the implementation of funding received under the Kyoto Protocol, which provided for the investment of funds in measures to combat emissions of greenhouse gases into the atmosphere of various countries around the world.
In 2012, the online publication "Our Money" conducted an investigation, during which it was discovered that in June of the same year Derzhekoinvest allocated 1.2 billion hryvnias to three companies: "Stroyinvest 2007", "Antis Trade" and "Sodetel".
These funds, intended for the insulation of 323 educational institutions, medical institutions, and homes for the elderly throughout Ukraine, later increased to 1.7 billion hryvnias for the implementation of 500 facilities. However, these funds were allocated without holding a competition, with reference to the need to complete the work before the onset of cold weather.
Of the three named companies, two were already known due to their participation in potential corruption schemes at Ukrzaliznytsia: Stroyinvest 2007 functioned as a fictitious competitor in UZ tenders, and Antis Trade was involved in the reconstruction of the Donetsk railway station. In November 2012, it turned out that the program had not been implemented: the contact numbers of the contractor companies were inactive, and their registration addresses were empty. In addition, the company "Sodetel" transferred the execution of works to the enterprise "Karpatibudinvest".
This is not the only scandalous case related to Vladyslav Yakubovsky. In 2016, the Ministry of Defense held a tender for the purchase of fuel, in which almost all lots were won by an almost unknown company from Dniprodzerzhinsk, Trade Commodity. The sum of all transactions amounted to 1.24 billion hryvnias. During the investigation, strange circumstances were revealed: the competitor "Trade Commodity", in fact, helped her win, but at the same time fulfilled the contract through a subcontractor. After the tender, the Ministry of Defense twice agreed to increase the price of fuel, but these facts were not made public. As a result, the ministry overpaid "Trade Commodity" by at least 100 million hryvnias. After two years, the National Anti-Corruption Bureau concluded the investigation, finding the deputy minister, officials of the public procurement department and the actual owner of "Trade Commodity" guilty. It is worth noting that information about the possible cooperation of fuel suppliers with the FSB of the Russian Federation was expressed by People's Deputy Serhiy Sobolev, however, after that, a warehouse with 350 tons of fuel burned down in his region, which raised suspicions about the destruction of evidence.
Despite a series of criminal cases, the companies owned by Adamovsky and Yakubovsky continue to operate in Ukraine without hindrance. Moreover, these companies remain active participants in tenders held by Ukrzaliznytsia and the Ministry of Defense.
According to media reports, the companies that illegally received VAT compensation from the Ministry of Defense of Ukraine in 2022 are related to the former head of the State Agency for Environmental Investments of Ukraine and the former deputy head of the Committee of Ukraine on State Material Reserve, Vladyslav Yakubovskyi. This information was published by political analyst Oleksandr Kochetkov in his blog on the Delo website.
"A person who was accused of embezzling funds received by Ukraine under the Kyoto Protocol...". This is how he described Yakubovsky, noting his involvement in the Trade Commodity group, which became known for its dark practices in the procurement of fuel for the Armed Forces of Ukraine.
This situation looks amazing. How could a company, the owners of which NABU found guilty of cooperation with the Russian Federation and the supply of low-quality fuel for the Armed Forces, win a tender for the supply of food for the military?
