On June 23, the General Directorate of the National Police in Ivano-Frankivsk Oblast concluded an agreement with the Grand-Grandeverbud LLC for the construction of engineering networks and infrastructure facilities of the police training complex in the amount of UAH 236.23 million. This is evidenced by information in the system "Prozorro".
The works include earthworks, sewage laying, water supply, electricity arrangement, coverage and landscaping. The project was developed by UKRThe Engineering LLC. The contract price is solid and does not take into account risks or inflation.
At the same time, the analysis of prices for materials showed that at a number of positions tender prices are significantly higher than market:

Georete H200 costs 358 UAH/sq.m, in Ivano-Frankivsk stores-290 UAH/sq.m (difference 19-23%);

A400C armature 14 mm was estimated at 43 860 UAH/t, while local sellers-32 500-34 160 UAH/t (20-25% cheaper);

Concrete trays B1-22-75 cost 2 304 UAH/pc in the contract, and competitors-1 096-1 655 UAH/pcs (30-50% cheaper);

MEGA DN300 H310 tray with a cast iron grille - 22 772 UAH/poll in the tender, and on the market - about 19 000 UAH/poll (15% cheaper);

Concrete B10 M150 was estimated at 3 816 UAH/cubic meter, suppliers-2 810–3 475 UAH/cubic meter (9-25% cheaper).
According to experts, overpayments can exceed UAH 7 million in these positions alone.
Competitor LLC "Grandwerbud"-Auster-Don LLC-offered the price of 735 thousand UAH lower, but was rejected due to formal inconsistencies in the tender documentation.
To participate in the tender, it was required to confirm the availability of a minimum of 16 pieces of equipment, the availability of qualified engineers with appropriate experience, permits and previously permits at least 35% of the expected cost.
LLC "Building Firm Grandraverbud" was founded in 2019, the owner - Mikhail Gavrilyak, the head - Timur Abduuramanov. The company is already in criminal proceedings about the possible overestimation of the volume of materials on a contract for the military unit worth UAH 44.97 million. According to the investigation, the company could overestimate the cost of reinforcement by over UAH 2.86 million.
From the foundation, the company received state contracts totaling more than UAH 520 million.
