Deleted publications and questions about property: what is happening around the CCC in the Dnipropetrovsk region

The heads of the district territorial recruitment centers in the Dnipropetrovsk region — the head of the Kryvyi Rih district CCC and SP Oleksandr Gubarenko and the head of the Nikopol district CCC and SP Serhiy Dareyev — have once again found themselves in the spotlight. After a series of scandals related to alleged bribery and the use of force during mobilization events, signs of active work to remove negative materials have appeared in the media space.

This was noticed by specialists of the anti-fraud project "190". According to them, a material analyzing the activities of both officials was removed from the website of one of the well-known Ukrainian online publications. The publication contained criticism of Dareyev due to the high-profile resolution on restrictions on changing the place of residence for military conscripts, as well as mentions of incidents in Kryvyi Rih, where representatives of the CCC appeared in conflicts with civilians.

The article stated that the head of the Nikopol district CCC and SP, Serhiy Dareyev, had “lit up” in high-profile scandals related to illegal mobilization methods. As an example, the journalists cited the scandalous resolution banning conscripts from changing their place of residence.

“In fact, he (Dareev – ed.) violates the personal rights of citizens and returns us to the “best” times of serfdom or collective farm slavery, when people were literally attached to the land where they live. A special military commandant’s office was even created for this case, which was headed directly by Dareev ,” – a quote from the material.

Gubarenko recently headed the Kryvyi Rih District CCC and the Joint Venture, and under his "leadership" there have already been high-profile incidents involving the beating of people on the street by CCC representatives.

Dareev is a notorious bribe-taker, and in Nikopol, those who want to buy off their participation in hostilities are already talking to him almost directly. Gubarenko has not yet dared to do so and prefers to stay in the shadows, but the scale of corruption in general in the Kryvyi Rih district is even higher than in Nikopol. From this we can draw conclusions about his principles. One of the military commissar’s predecessors literally sold certificates of unfitness, for which he was arrested in the summer of 2024. One can, of course, hope that the situation will be corrected in the near future by the new leadership, but for some reason there is very little faith in this ,” – a quote from the material.

According to the authors of the article, Dareyev's son currently lives in Kyiv and is officially unfit for military service due to health reasons, while Gubarenko's children generally live and study in Europe.

“Serhiy Dareyev’s son has long been discharged from the army and walks around Kyiv bars with a “white ticket”, Oleksandr Gubarenko’s children have generally left the territory of Ukraine, are resting and studying in Europe. The enterprising military man probably took care of them even before taking office. According to some reports, he also has real estate there ,” – a quote from the material.

In the end, the journalists came to the conclusion that the “new” cadres were no better than the “old” ones: “It becomes quite obvious that the new people in the position of the head of the CCC for some reason cannot change the situation for the better, just as there are no decent old cadres. The only mystery remains: does the position itself have such a Scottish effect on people, corrupting them, or is it initially sought by only hardened thieves and scoundrels?

Lawlessness of the CCC workers in Nikopol and Kryvyi Rih

There are many videos on the Internet from Kryvyi Rok and Nikopol (in fact, from all regions of Ukraine), which show representatives of district CCCs, led by Gubarenko and Dareyev, committing lawlessness.

And just this morning, Kryvyi Rih CCC workers, ignoring traffic rules, drove along the city's sidewalks.

In Nikopol, at the end of January, representatives of the CCC kicked a man who was lying on the ground.

And these are just a few examples captured on video and published on social media, which once again testify to a systemic problem with abuse of power and complete disregard for the law and human rights - both in Nikopol and Kryvyi Rih, and throughout Ukraine.

Ghost apartment and lack of monetary assets

The head of the Kryvyi Rih District CCC and JV, Oleksandr Gubarenko, declares a rather modest lifestyle. He does not have his own home, lives in his wife's apartment, and drives an old Skoda. Moreover, Gubarenko's family has no financial assets at all.

Oleksandr Gubarenko does not declare any real estate abroad, although, as we recall, journalists wrote that his family owns real estate in Europe (where the official's children supposedly live and study). By the way, Gubarenko includes data on one child – his daughter Olga – in his declarations.

But the head of the Nikopol district CCC and JV Serhiy Dareyev in September 2024 acquired a new apartment (49 sq. m.) in Kryvyi Rih and hid its value. At the same time, the source of origin of the property is unknown. In 2024, Dareyev did not submit a separate declaration on significant changes in property status, in which he should have reported on the purchase (or receipt as a gift or inheritance) of the apartment. The same declaration should have contained information about the source of origin of the property - that is, about the seller (or donor or testator) of the apartment, its value and the date of acquisition of the right to this property. A kind of ghost apartment - it is unknown where and for what money.

In addition to the new apartment in Kryvyi Rih, Serhiy Dareyev has another one - twice as large (82.5 sq m). He also owns two land plots in the Dnipropetrovsk region: in the village of Sofiivka (2,000 sq m) and in the city of Kryvyi Rih (1,000 sq m). He purchased both land plots in 2019. Now the military is hiding the cost of the land for some reason, but in 2019 he reported that he purchased the land plot in Sofiivka for 50 thousand UAH, and in Kryvyi Rih for 49 thousand UAH.

Dareev leases the land in Sofiivka to the local LLC “Agrofirma “KHRYSTOFORIVSKE” (EDRPOU code 31250851), and receives regular income. This agrofirm belongs to the family of the “ex-regional” Oleksandr Fastovets, who is currently a deputy of the Kryvyi Rih City Council of the 8th convocation from the “Servant of the People” party.

The head of the Nikopol District CCC and JV Dareyev, like his colleague from Kryvyi Rih, does not report his family's savings.

The complete absence of monetary assets of Dariev and Gubarenko, especially against the background of information about alleged abuses, looks not only strange, but can be regarded as an attempt to hide the real lifestyle and property status. Mr. Dariev’s new apartment of unknown origin also raises certain questions. It is quite likely that the military commissars launched a campaign to whitewash their reputation precisely so that journalists and anti-corruption activists would not be interested in their property and finances.
