The purchase of the Accounting Chamber for almost 19 million hryvnias raised suspicions of its transparency and possible manipulation. In January 2025, a tender for premises and surrounding area was announced, where two companies took part: LLC “I N V A A T” and PE “Kinning Pro”. The first proposal was UAH 2.7 million cheaper, but was rejected because of the "inconsistency of the calculation". Instead, a company that offered a higher price won and did not include compulsory services such as rip -locating work and a mobile operational team.
The Accounting Chamber has chosen the winner of PE "Clining O", despite the fact that the company did not include the cost of compulsory services in the budget, explaining that these costs were "taken into account in administrative expenses". Such a decision has become another case of dubious practice in the tenders of the Accounting Chamber, where participants with the lowest prices are often rejected for formal reasons or tenders are canceled if competitors cannot be eliminated.
In recent years, it can be noted that the tenders of the Accounting Chamber have not always been transparent. In some cases, the lowest proposals are rejected because of complex documentation requirements or arithmetic errors, which makes it possible to eliminate unwanted participants and select the winner with the highest offer. This raises questions about possible manipulations and corruption schemes in public procurement.
