According to lawyer Lykhachev, reforming the TCC can significantly facilitate the processes in Ukraine, in particular with regard to mobilization. It proposes to transfer some of the functions previously held by the Territorial Procurement Centers to the Administrative Service Delivery Centers (ADSCs) and to retain others in an electronic format.
He noted that many processes, such as the issuance of e-tickets, can be done online without involving TCCs. Citizens could fill in the necessary data through an electronic cabinet and receive a deferral automatically.
Likhachev also proposes to remove the function of issuing subpoenas from the TCC. According to his words, employers, heads of educational institutions, managers of multi-apartment buildings and representatives of local self-government bodies are now involved in issuing summonses. The lawyer believes that the police authorities should deal with issues related to persons who evade mobilization.
Likhachev also supports the idea of creating recruiting centers that could take over part of the TCC's powers related to mobilization. He believes that military units should be able to equip their ranks independently.
In his opinion, this will ensure the highest quality of recruitment, as military units will be interested in the selection of mobilized. He emphasizes the need to establish this process and gradually transfer the relevant functions from the TCC to the military units themselves.
