The winner of the tender for the reconstruction of the Bortnitsky Aeration station was TFM-East company, which will receive UAH 563 million from KP "Kyivbudrestructure". Another participant in the tender-"Avtomagistral-South"-did not show a special struggle for victory, and the total cost of the work was reduced by only 3%, although the possibility of significant reduction of costs was.
According to journalists, almost half of the amount - UAH 225 million - will go for the purchase of soil. Its cost in the estimate is 372 UAH per tonne, and delivery - 974 UAH per tonne. This is ten times more expensive than market prices, because loam in Kiev costs about 30 UAH per tonne.
Moreover, TFM-East did not indicate where the soil would be supplied, but only reported that it would be able to put the required volume. In addition, this building material is the only one that is taken at 81 km, while the rest of the materials - concrete, rubble, sand - are transported within 30 km.
Analysts also pay attention to the high cost of transportation. According to the tender documentation, transportation will cost 12 UAH per ton-kilometer, which is almost twice as expensive than the average tariffs for freight transportation in Ukraine (7-7.3 UAH per ton-kilometer).
Despite the decrease in the cost of work compared to previous contractors, prices remain higher than market. For example:
- Concrete B10 (M150) is estimated at 4 296 UAH/cubic meter, although the average market price is 3600 UAH/cubic meter.
- The cost of soil compared to last year has increased from 360 to 372 UAH/t, which looks doubtful, given the volume of purchases.
The firm is registered in Boryspil, and its head is Igor Ignatenko from Liman of Donetsk region. Prior to the invasion, the company was registered in Kropyvnytskyi.
However, TFM-East has never received state contracts, and the experience of performing similar works has confirmed only one contract since 2019.
At the same time, for work at the Bortnitsky station, the company rents all construction equipment in the TPC-Proiminvest. Interestingly, this company belongs to Denis Chumak, a native of the occupied Makeevka of Donetsk region.
KP "Kyivbudrestructure" is headed by Anatoly Soldin, who in 2023 was eliminated from work due to investigation of thefts on repair of elevators in the capital's high -rise buildings. However, the case did not reach the sentence.
The activity of the enterprise is responsible for the deputy mayor of Kiev Petro Panteleev, who oversees the sphere of utilities in the capital.
