In Kyiv, the municipal "Consultative and Diagnostic Center" has signed a contract for almost 96 million hryvnias with the company "Ukrainian Production and Construction Alliance "Center", which received the contract without competition. The renovation of the building at 100 Saksaganskoho Street is scheduled to last until December 2026 and includes a major renovation of offices, corridors, stairwells and the arrangement of a barrier-free space.
Journalists from "Nashi Groshe" analyzed the estimate and found significant overpricing. In particular, reinforced mesh was installed at 403 UAH/m² with a market value of 186 UAH, PVC window sills — at 1,238 UAH/m instead of 480–578 UAH, and Ceresit CT 15 primer was listed at 317 UAH/kg with a market value of 159–189 UAH. The total overpayment for these items alone may exceed 4 million UAH.
Particular attention was drawn to the workers' salary, indicated in the estimate — 26,515 UAH. According to the Pension Fund, the average in the country is 20,455 UAH, and according to vacancies in the construction of Kyiv — 37,500 UAH. Experts suggest that real payments could have been made "in envelopes", compensated for by overpriced materials.
The tender had no competition - other companies were unable to submit proposals due to the strict conditions: the requirement to have full-time employees and the presence of similar contracts for the past two years. One of the potential participants even requested to change the conditions, but to no avail.
The center is headed by Kyiv City Council deputy from "Unity" Natalia Berikashvili, who is also the deputy head of the healthcare commission. The contractor is Oksana Kolibabchuk's company, which has received over UAH 1.1 billion in government orders since 2016, mainly from the capital's medical institutions.
The scandalous renovation is financed from the local budget by UAH 60 million, with over UAH 35.5 million coming from the company itself. The question of the efficiency and transparency of the use of these funds remains open.
