Reuters news agency has published the full text of the document project that Ukraine plans to present at Istanbul talks. The document contains the principles of a peace agreement with Russia and outlines the key stages and conditions of war settlement.
Among the main conditions is the complete and unconditional ceasefire on land, sea and in the air for at least 30 days with the possibility of continuation. This should be the background and prerequisite for further negotiations.
A separate block of the document concerns confidence -strengthening measures, including:

the exchange of prisoners of war by the formula “all on all”,

Return of all deported Ukrainian children,

release of civilian hostages, including persons held since 2014.
The document also provides:

US and European partners' participation in negotiations and ceasefire control

Recognition of Ukraine's right to join the EU and NATO, without any restrictions on the placement of its armed forces or partners troops,

non -recognition of Russia's territorial seizures since 2014,

The possibility of removing sanctions from the Russian Federation - gradually, with the mechanism "Snapback" in case of violations,

Use of frozen Russian assets to pay off or continue their freezing.
The key to the leaders of Ukraine and Russia should be a key stage, where all the main points of the final peace agreement should be agreed, in particular:

security guarantees,

Mechanisms of termination of hostilities,
-
Territorial issues,
-
compensation and renewal of infrastructure,
-
sanctions in case of violations of arrangements.
The document also provides for a clear "roadmap" to implement a peace agreement.
Currently, the Russian side has not officially commented on the content of the document, but the mere fact of preparing such a proposal shows the attempt of Kiev to promote a clear, structured format of peaceful dialogue at the international level.
