Law enforcement officers exposed the next scheme of illegal re -registration of communal land in the center of Kiev. At the Center of History - State Registrar of one of the departments of the Kyiv City State Administration. The investigation believes that the woman, abusing his office, changed the data in the State Register of Real Property Rights and transferred the right to use the third party to the plot. The losses were estimated at over UAH 14 million.
It is a plot in the heart of the capital - on Vladimirskaya Street. The land was previously used by the enterprise, which was subsequently divided into two structures. One of them duly issued the documents, registered the right to part of the land and, by court decision, was granted permission to use the other half.
However, the other part of the enterprise, not exercising its right on time, addressed the registrar with documents that did not give legal grounds for registration. But, contrary to the law, she changed the data in the register and gave the right to use the already occupied area. Thus, the real user was actually deprived of access to the ground.
Law enforcement officers qualify these actions as fraud, abuse of authority and unauthorized change of information in the automated system. The figures have already declared suspicion immediately under three articles of the Criminal Code of Ukraine:

Part 5 of Art. 27, Part 4 of Art. 190 - fraud, committed by a group of persons by prior conspiracy;

Part 3 of Art. 365-2-abuse of powers by the state registrar;

Part 3 of Art. 362 - unauthorized interference with automated systems.
According to the Kiev police, these actions have led to the promotion of illegally acquisition of someone else's property. The legal user has lost the right of permanent use, which caused material losses to the city in the amount of more than UAH 14 million.
In case of guilt, officials threaten up to 8 years in prison with a further ban on holding positions in the authorities.
This case is another proof of systemic corruption in the KSCA structure, in particular in the field of land management. The investigation is ongoing.
