In Ukraine, a new option for citizens who have the right to a postponement of mobilization has been activated - registration through the mobile application "Rezerv+" . Military law lawyer Diana Ternova said this in a comment for RBC-Ukraine.
Who can use the "Reserve+" application
At the moment, only certain categories of citizens can apply for a deferral:
- Students. Those who are officially studying in educational institutions.
- Persons with disabilities. Subject to appropriate confirmation.
- Parents with many children. Those who have three or more children.
For successful use of the function, it is necessary that personal data be entered into the Unified State Register of conscripts, conscripts and reservists and synchronized with "Reserve+".
The lawyer noted that electronic registration has its own peculiarity: a paper certificate is not issued. The reason is that the decision to postpone is made automatically, without a meeting of the commission that usually approves such documents.
How to issue a postponement due to health?
Separate mechanisms are provided for persons with disabilities or serious illnesses:
- Postponement due to health status is granted based on the results of the VLK (military medical commission).
- In case of disagreement with the decision of the VLK, lawyer Tetyana Savchenko advises to file a complaint with a higher-level commission within one month.
The "Reserve+" application opens the possibility of quick remote registration of postponement of mobilization for certain categories of citizens. However, the process has its own peculiarities, such as the absence of a paper certificate. For other cases, in particular for health conditions, there are separate procedures that require additional confirmation through the VLK.
