On February 12, 2025, President Volodymyr Zelensky signed a decree on the introduction of personal sanctions against former President of Ukraine Petro Poroshenko. The corresponding decision of the National Security and Defense Council of Ukraine (NSDC) was published on the website of the head of state.
According to Zelensky, this decision is aimed at protecting national security and restoring justice.
What restrictions are imposed on Poroshenko?
Sanctions include:
- blocking of assets and prohibition on disposing of property;
- restrictions on trade transactions;
- a ban on the withdrawal of capital abroad;
- deprivation of state awards;
- restrictions on the use of radio spectrum and electronic communications;
- prohibition of participation in public procurement and privatization;
- other economic and financial constraints.
Why did the NSDC impose sanctions?
According to investigations, Poroshenko took an active part in the processes preceding the conclusion of the Kharkiv agreements in 2010, which led to the continued presence of the Russian Black Sea Fleet in Crimea.
In addition, experts point to his economic ties with Russia:
- in 2009, as Minister of Foreign Affairs, he repeatedly met with high-ranking Russian officials and supported the continued basing of the Russian Black Sea Fleet in Crimea;
- his Roshen corporation had a factory in Lipetsk (Russia), which operated until 2017;
- he controlled Sevmorzavod, which repaired Russian warships.
Representatives of European Solidarity called the sanctions "political persecution." At the same time, the Office of the President insists that this is a "fair step" in the fight for national security.
Whether Poroshenko will appeal this decision in court and what consequences it will have for his political future - time will tell.
