The head of the Service for Reconstruction and Development of Infrastructure in the Chernihiv Region - Roman Ihorovych Smiyanenko came to the attention of law enforcement agencies after the State Audit Service conducted an inspection and discovered large-scale embezzlement in his department.

We remind you that in the first part of our journalistic investigation: " Recovery on kickbacks: who is profiting from the recovery of the Chernihiv region ", we published data taken from the conclusion of the State Audit Service, regarding the facts of the embezzlement of funds and the construction of a kickback system by Roman Smiyanenko.
The situation gained publicity after Roman Smiyanenko's department began to sue the state auditors, and the case materials, including the auditors' opinion, got to court.
At the same time, as reported by our law enforcement sources, Roman Smiyanenko, as a result of the detected offenses, became a suspect in criminal case N12023000000002079 dated November 8, 2023 under Part 3 of Art. 191 of the Criminal Code (Empropriation, waste of property or taking possession of it by abuse of official position).
Also, according to the information of our sources, Roman Smiyanenko, using corruption connections, resolved the issue of his inviolability with the leadership of the Department for the Protection of National Statehood and the Main Directorate of the 1st Security Service of Ukraine in the amount of 150,000 US dollars.
It should be noted that recently the NABU and SAP implemented materials regarding the employees of the same department and informed about the suspicion of seven members of an organized group led by the former head of the Main Department of Counterintelligence Protection of the State's Interests in the Field of Economic Security of the SBU, Artem Shilo.
