Russia is preparing to transfer the so -called "peaceful proposals" to Ukraine after the exchange of prisoners scheduled for May 25. However, according to analysts of the Institute of War Study (ISW), the Kremlin does not strive for a real peace - it is an attempt to impose the conditions of actual capitulation without termination of hostilities to Ukraine.
About it reports ISW with reference to diplomat statements.
On May 23, Presidential Deputy Head of the Presidential Office Andriy Sibiga noted that Ukraine expects to receive a project of Russian proposals after the third stage of the exchange of prisoners. At the same time, he did not exclude US President Donald Trump, as well as European leaders in future talks. In addition, he said, a meeting of Vladimir Zelensky with Vladimir Putin is possible.
On the same day, the Ministry of Foreign Affairs of the Russian Federation Sergey Lavrov confirmed Russia's willingness to transmit to Kiev the project of a document on "long -term settlement of the conflict".
However, ISW experts pay attention to the fact that Moscow imposes negotiations without stopping fire, while the position of Ukraine, the US and the EU remains unchanged-any negotiations are possible only after the complete cessation of hostilities.
According to analysts, the Kremlin thus wants to make the West recognize part of the occupied territories and create a new negotiation frame where Russian military advantage presses on Ukraine.
“Russia has not refused to destroy Ukrainian statehood. Even in the format of "peace talks", Putin continues to promote the script where Ukraine has to capitulate. And it will continue until he believes in his military advantage, ”the ISW report reads.
In fact, according to analysts, Moscow uses diplomacy as a pressure tool without the intention of stopping the war, but only - to force Ukraine to concessions on conditions that are favorable by the Kremlin.
