The judge of the High Anti-Corruption Court, Kateryna Sikora, issued a decision on a preventive measure for Toomas Nahkur, who was removed from the post of acting head of state. Director of the Department of Military-Technical Policy for the Development of Weapons and Military Equipment of the Ministry of Defense. The measure in the form of a personal commitment stipulates that Nakhkur cannot leave the borders of Kyiv without the permission of the investigator, prosecutor or court, his communication is limited and the obligation to surrender foreign passports and wear an electronic means of control is established.
This information was made public by the press service of the High Anti-Corruption Court and the Anti-Corruption Center. The decision was made on February 2 after partial satisfaction of the NABU detective's request. It is noted that Toomas Nahkur must fulfill his obligations within two months. The full text of the resolution will be published on February 7. It is important to note that the court rejected the alternative of detention, which provided for bail in the amount of more than 268 million hryvnias.
The investigation into the possible embezzlement of over 1.5 billion hryvnias in the Ministry of Defense reveals important details, in particular regarding Toomas Nahkur, one of the five suspects. According to the conclusions of the investigation, officials of the Ministry of Defense were aware of the possibility of non-delivery of 100,000 mortar rounds for the Armed Forces, but did not carry out appropriate checks and did not resolve the issue of delivery from Croatia.
The prosecutor pointed out that Nakhkur did not perform the necessary document checks, did not control the mine supply process, ignoring violations of the law and the contract. He also has to prepay according to the agreement and decision 1.34 billion hryvnias, which is 97% of the total amount of the contract.
At the same time, the defense claims that Nakhkur was limited to his competence, being only the head of one of the departments in the Ministry of Defense. According to the SBU, in August 2022 the officials concluded a contract for the purchase of art projectiles, and the amount was fully transferred to the enterprise. However, part of the money was sent to the account of a foreign structure whose ordered ammunition was supposed to be delivered to Ukraine.
On February 2, Nakhkur was suspended from performing his duties on the basis of suspicion derived from the criminal proceedings initiated on January 27, 2024. The decision on suspension was made by the head of the Ministry of Defense, Rustem Umerov, at the request of his deputy, lieutenant general Ivan Gavrylyuk. VAKS is also considering the issue of preventive measures for another person involved in the case, the former head of the Department of Military and Technical Policy of the Ministry of Defense Oleksandr Liyev.
