Ukrainian society was once again shocked by the information about the significant increase in property of the family of a high-ranking official of the Security Service of Ukraine. According to available sources, the relatives of the head of the Department of State Administration "D" of the DZND of the SBU, Colonel Oleksiy Zelenskyi, have significantly expanded their property portfolio in recent years, investing in real estate and motor vehicles.
In recent years, the relatives of the head of the Directorate of State Security Service "D" of the DZND of the SBU, Colonel Oleksiy Zelenskyi, have acquired cars and motorcycles worth a total of $440,000. In addition, the official's father-in-law and mother acquired houses in Koncha-Zaspa. After speaking with journalists, one of them was put up for sale for almost $1 million. The official himself notes that he and members of his family are engaged in the resale of cars and houses. In general, according to Zelensky himself, he sold 47 cars over the past 10 years. Journalists also discovered 5 houses bought/built and sold by Zelenskyi's relatives in recent years.
This is stated in a new investigation by Slidstva.Info.
Houses in Koncha-Zaspa
During the full-scale invasion, the father-in-law of Colonel Oleksiy Zelenskyi became the owner of a house of 328.2 square meters.
The property was purchased in May 2023. Half a year later, the father-in-law registered the same house of 396.8 square meters.
Oleksia's wife, Yulia, published the progress of the construction on her Instagram. For example, she showed how to arrange a swimming pool.
Colonel Oleksiy Zelenskyy told Slidstva.Info journalists that they paid $240,000 for the house. They bought it in a warehouse, in order to repair it and sell it.
"They took the house for Yuli's father. Part of the money was given by her father, Yulia, my best man. Then a receipt was written immediately. I can talk to the best man, because we paid part of it for this house," Zelenskyi said, adding that the house has been on sale for a month and a half.
Instead, "Investigation.Info" found out that the announcement of the sale of this house appeared on the day of the official's conversation with journalists.
In addition, the Google cache shows that on the same day the Zelenskys put their house up for sale for UAH 39,460,000. That is, for almost 1 million US dollars.
Oleksiy Zelenskyi says that he and his family now live in another house in Koncha-Zaspa.
According to the documents, in 2021 Oleksiy Zelenskyi's mother bought only the plot on which the unfinished house stood. The object cost her only $25,000.
“No, it wasn't a house, it was walls with a roof. It was an unfinished plot, I don't remember they took up to 50 thousand (dollars). I was the initiator. Now we live there," says Zelensky.
Real estate expert Yevhenii Polunov estimated this acquisition at at least $170,000 and noted that the price of $25,000 does not correspond to the market price as of 2021.
Zelenskyi car park
With the help of the Youcontrol service, we managed to find out that at the beginning of this year, the official's wife Yulia became the owner of a green BMW X6 M 2023.
In January 2024, such a car was sold on specialized websites for approximately $137,000.
In June 2023, Oleksiy Zelenskyi bought a Mercedes-Benz s 500 (2020). This car was repeatedly captured by photo and video cameras for violations of traffic rules.
Currently, such cars are sold from $120,000.
At the beginning of this year, the official's mother, a former SBU lieutenant colonel, bought a Lexus LX 600 (2022).
In January, when this car was bought, the same cars were sold for almost $140,000.
In addition, Oleksiy Zelenskyi and his mother bought two BMW motorcycles in 2024, the market value of which is about $20,000.
Oleksiy Zelenskyi in a comment to "Slidstvu.Info" replied that he and his relatives are engaged in the resale of cars: "I have been dealing with cars for 12-15 years. About 47 cars were sold from my phone number in the last 10-11 years."
"Slidstva.Info" journalists checked this information and actually found about 20 ads for the sale of cars from the official's license plate.
Also, according to Zelenskyi, it was possible to purchase some of the listed vehicles at a price significantly lower than the market price, as they were damaged. So, for example, the Mercedes-Benz s 500, according to the official, cost him $78,000, and his wife bought a BMW for "80 pennies."
According to the investigation, Zelenskyi's relatives have acquired a total of 5 houses in the suburbs of Kyiv in recent years, some of them have been sold.
Serhii Mytkalyk, the chairman of the board of the NGO "Anti-Corruption Headquarters", sees in the facts collected by "Investigation.Info" and the position voiced by Zelensky signs of the official's business activity, which is prohibited by law.
"There is a clear distinction between business and official activities. Accordingly, if you are an official, you must exclusively perform the functions of the state. He ( Zelensky, — ed .) as an official within his working hours and even outside of working hours had no right to carry out these resales. If an official of law enforcement bodies carries out entrepreneurial activity or paid activity, then the law on prevention of corruption expressly prohibits this," says Mytkalyk.
Serhii Mytkalyk, the chairman of the board of the NGO "Anti-Corruption Headquarters", assumes that Zelensky is registering vehicles for his relatives in order to pay less taxes on resale.
"He is trying to avoid paying taxes by conducting business activities not for one person, but for three. If you often resell, then you issue it to family members, relatives, so as not to pay tax on the activity you carry out. This has signs of tax evasion to the budget," lawyer Serhii Mytkalyk told Slidstvo.Info.
Serhiy Mytkalyk sees in the facts collected by "Investigation.Info" and the position voiced by Zelensky signs of the official's business activity, which is prohibited by law.
"When you buy land, a house for the purpose of selling these houses, it is also a commercial activity. If civil servants are allowed to engage in entrepreneurial activities, the probable risk that they will use their official powers to conduct the same business increases," Mytkalyk said.
After the investigation, the SBU declared that they consider the SBU colonel's business activities to be legal.
"The vehicles of his family members were purchased at the expense of many years of entrepreneurial and financial and economic activities, which they carry out on an ongoing basis, the sale of other vehicles and real estate," the SBU comments. The department also noted that the relatives of the SBU official submit relevant reports to the tax authorities.
