The Specialized Anti-Corruption Prosecutor's Office (SAP) has filed a lawsuit with the High Anti-Corruption Court (HACC) regarding the civil confiscation of assets of the head of a department of one of the district state administrations of Kyiv and her mother. The property in question is worth over UAH 7.8 million.
According to the NACP, during 2020–2025, the official received and disposed of the amount of UAH 3.185 million, which, given the requirements of the Law "On Prevention of Corruption", cannot be considered legally acquired. The funds were in her bank account, but the official sources of their origin could not be confirmed.
During the same period, the official's mother purchased an apartment worth UAH 4.65 million in a business-class residential complex near the center of the capital. An analysis of the family's income showed that they did not have legal income for such a purchase.
The SAPO is asking the court to declare these assets unfounded and to recover them as state revenue. The Supreme Administrative Court has already seized the official's apartment and other property. If the court grants the claim, the property will be confiscated as part of the civil confiscation procedure.
This case became another example of the use of a mechanism that allows the state to seize illegally acquired assets without proving guilt in a criminal trial, which is one of the key tools of anti-corruption policy.
