In the Lozov community of Kharkiv region, law enforcement officers are checking the use of budget funds intended for repairs of social infrastructure. This concerns a number of multi-million contracts in the fields of education and medicine, concluded during the leadership of the city council by the head of the community, Serhiy Zelensky.
According to available information, a significant portion of the funding was focused on major repairs of facilities that are formally considered priority areas — schools and medical facilities. At the same time, contracts were concluded with a limited number of contracting companies, which raised questions about the level of competition during procurement.
In particular, through the Department of Education, Youth and Sports, three contracts were signed with LLC "TT 2006" for major repairs of catering units in lyceums No. 7, No. 1 and No. 3. The total cost of the work exceeded 58 million hryvnias. The subject of the procurement was defined as "one job", without a detailed distribution of volumes, which, according to experts, complicates the control of the actual performance and cost of the work.
Particular attention was drawn to the contract for 47.4 million hryvnias for the repair of the rehabilitation department of hospital No. 2 of the Lozovo Territorial Medical Association. The winner of the tender was LLC REMBUDKO, which was the only participant in the procedure. In the estimate documentation, according to preliminary estimates, some items of equipment, in particular air conditioning systems, could have been laid at prices significantly exceeding the average market indicators.
Attention is also drawn to the speed of the examination of project documentation. The verification of estimates for multi-million dollar projects lasted a few days, which may indicate the formal nature of the control of financial calculations.
The situation took a procedural turn after the court intervened. By the ruling of the investigating judge of the High Anti-Corruption Court in case No. 991/1069/26, the Specialized Anti-Corruption Prosecutor's Office was obliged to enter information into the ERDR and begin a pre-trial investigation.
Currently, the investigation must establish whether the budget expenditures for the repairs of social facilities were economically justified, as well as verify the possible existence of a systemic redistribution of funds through controlled contracting structures.
