SAPO registers case against ARMA head Yaroslava Maksymenko

The Specialized Anti-Corruption Prosecutor's Office has opened criminal proceedings against the acting head of the Agency for Investigation and Asset Management, Yaroslava Maksymenko. The investigation is being conducted under Part 2 of Article 364 of the Criminal Code of Ukraine - abuse of power or official position.

According to available information, the proceedings were registered on January 23. Law enforcement officials are not disclosing details of the possible violations at this time. The SAPO refrains from commenting on the essence of the suspected actions, and Maksymenko herself has not yet publicly commented on the situation.

Yaroslava Maksymenko headed ARMA in an acting capacity in August 2025. Prior to her appointment, she worked as the director of the Department of Property Policy and Sanctions of the Ministry of Economy during the leadership of the department by Yulia Svyrydenko. Previously, Maksymenko was also an advisor on corporate issues at the State Property Fund during the period when the institution was headed by Dmytro Sennychenko, who is currently abroad and is involved in a number of anti-corruption investigations.

Her professional biography mentions participation in the company "Krymproekt-Service", registered in Crimea in 2011 and liquidated in 2020. In addition, she was a member of the supervisory board of the Odessa Port Plant and performed managerial functions in the United Mining and Chemical Company - state-owned enterprises that had previously become objects of investigations by the NABU and the SAPO. At the same time, no procedural claims have been made directly against Maksymenko so far.

The official's declared financial transactions also attract special attention. In 2025, she purchased an apartment in Kyiv with an area of ​​over 115 square meters for 6.1 million hryvnias. The deal was concluded on the same day that Maksymenko sold other real estate, receiving 6.3 million hryvnias. The declaration also lists a 2014 Infiniti QX60, more than 1 million hryvnias in annual salary, and cash savings of $25,000. Her husband declared about 1.8 million hryvnias in income for 2024.

The opening of criminal proceedings may affect the further course of the competition for the position of full-fledged head of ARMA, and also increases attention to the activities of the management of the agency, which is responsible for managing seized assets in Ukraine.
