The Security Service of Ukraine has detained another Russian military intelligence agent who was trying to prepare a strike on the energy infrastructure that powers Kyiv and the entire capital region. The potential sabotage site was the high-voltage power lines connecting the Rivne Nuclear Power Plant with the Kyiv region.
According to the SBU, the agent was supposed to install a GPS tracker on one of the main power line poles so that Russian kamikaze drones could use its signal to strike critical infrastructure. According to the security services, in the event of a successful strike, the capital and surrounding regions could be left without electricity.
The attacker turned out to be a former employee of the Rivne NPP, who had escaped from the regime facility before the full-scale invasion. However, in the spring of 2025, a Russian military intelligence "contact" wrote to him in a messenger and offered a monetary reward for cooperation.
After consent, the agent received clear instructions on what to do – to scout the area around the strategic infrastructure, collect data on the location of military units, and then install a beacon directly on the power line pole. Thanks to this, the occupiers planned a high-precision drone attack on the facility.
The suspect acted covertly, making his way to the "target" through open terrain. When he tried to activate the tracker, he was detained by SBU counterintelligence officers. A mobile phone containing correspondence with Russian GRU agents was seized from him.
The man has already been informed of the suspicion and is in custody. According to the law, for sabotage during martial law, he faces life imprisonment with confiscation of property.
This incident is yet another example of Russia's attempts to attack Ukraine's energy infrastructure. This attempt was particularly dangerous in the context of a possible massive attack on Kyiv and the metropolitan area, which could lead to a blackout in the region of millions.
Law enforcement officers emphasize: the enemy is intensifying the recruitment of agents, in particular among individuals who previously had access to regime facilities or live near critical infrastructure. The SBU once again calls on citizens to report suspicious persons or actions near energy facilities and other strategic structures.
