On December 20, at a briefing, the representative of the Security Service of Ukraine, Volodymyr Karastelov, confirmed that Russian special services were most likely behind the large-scale cyberattack on Ukraine's state registers. According to Karastelov, the main version of the investigation is that hackers associated with the Russian GRU intelligence carried out the attack.
The Security Service of Ukraine immediately intervened in resolving the situation: “The Cyber Department of the SBU is working in three directions: repelling the attack, restoring the infrastructure and overcoming the consequences, as well as documenting the crime,” he noted.
At the same time, Karastelov emphasized that Ukrainian law enforcement officers have already opened criminal proceedings under Article 438 of the Criminal Code of Ukraine - "violation of the laws and customs of war.".
The SBU representative also noted that it is currently not possible to definitively state whether a data leak occurred during the attack. A special cyber investigation is underway, and final information will be provided after all the results are received.

On December 19, the Ministry of Justice of Ukraine reported that an external cyberattack on state registries was one of the largest in recent times. The aim of this attack was to disrupt the operation of the country's critical infrastructure.
Given current events, experts do not rule out that the attack was aimed at destabilizing Ukraine's state systems, which is part of the hybrid war waged by Russia.
