On December 20, at a briefing, the representative of the Security Service of Ukraine, Volodymyr Karastelov, confirmed that the Russian special services are most likely behind the large-scale cyber attack on the state registers of Ukraine. According to Karastelov, the main version of the investigation is that hackers associated with the GRU intelligence of the Russian Federation carried out this attack.
The Security Service of Ukraine immediately got involved in solving the situation: "The cyber department of the Security Service of Ukraine works in three directions: repelling the attack, restoring the infrastructure and overcoming the consequences, as well as documenting the crime," he noted.
At the same time, Karastelov emphasized that Ukrainian law enforcement officers have already opened criminal proceedings under Article 438 of the Criminal Code of Ukraine — "violation of the laws and customs of war."
The SBU representative also noted that at the moment it is not possible to definitively state whether there was a data leak during the attack. A special cyber investigation is underway and final information will be provided once all the results are in.

On December 19, the Ministry of Justice of Ukraine reported that an external cyber attack on state registers was one of the largest in recent times. The purpose of this attack was to disrupt the critical infrastructure of the country.
Given the current events, experts do not rule out that the attack was aimed at destabilizing the state systems of Ukraine, which is part of the hybrid war waged by Russia.
