The SBU will spend almost 17 million hryvnias on equipment to check the declarations of its employees

The Security Service of Ukraine has submitted an agreement for the purchase of software and hardware complex for checking the declarations of its employees. According to the information posted in the public procurement system "Prozorro", the contract with PrJSC "Institute of Information Technologies" was signed on December 19. The total cost of hardware and software is UAH 16.86 million.

By October 30, 2025, the company will deliver the software and hardware complex "Verification of declarations", the composition of which is shown in the table below. It is needed to carry out logical and arithmetic control and control over the correctness and completeness of declarations of SBU reporting entities, notifications of significant changes, notifications of currency account opening in accordance with the requirements of Ukrainian legislation. That is, in fact, this complex should help representatives of the SBU to correctly fill out declarations.

On its basis, an information and communication system with a comprehensive system of information protection (hereinafter KSZI) will be created, as well as an initial state examination of KSZI will be conducted. The contract provides for an advance and warranty support for the complex's software within a year after it is put into industrial operation.

Among other things, this complex includes two uninterruptible power supplies Vertiv GXTRT-3000IRT2UXL + Liebert GXT RT+ 72 thousand UAH each. This roughly corresponds to the average price on the market. According to the Hotline price comparison service, the prices in online stores are very different - from UAH 32,000 to 105,000. In addition, UPC-5LCLC(MM)D(ON)BK optical patch cords were ordered for UAH 600. The manufacturer CMS sells them for UAH 569, but without delivery. SFP MikroTik S+AO0005 optical modules included UAH 2,880 each. On the market, they cost UAH 1,608-2,622 without delivery.

The company received the order without competition, since no one else came to open tenders. In order to participate, it was necessary to have a license to carry out business activities in the field of cryptographic information protection and in the field of technical information protection for assessing the security of all types of information, including information that constitutes a state secret. In addition, arbitrary certificates were required on the availability of a special permit for carrying out activities related to state secrets and on the presence in the staff of the participant of specialists (salaried employees) necessary to provide the appropriate type of services in the field of cryptographic protection of information and technical information protection.

The purchase was made on the second attempt. At the first tender, this company with the same price was rejected for non-compliance with technical requirements. Then it offered discs with a lower recording speed than required, did not specify the base frequency of the computer's processor, etc.

Currently, the shareholders of the Kharkiv "Institute of Information Technologies" are Yuri Ivanovich Gorbenko, Ivan Dmytrovych Gorbenko and Olena Kachko, and the director is Viktor Onoprienko.

In total, since 2016, the "IIT" company has received state orders worth UAH 376.76 million.
