In Odessa, law enforcement officers are investigating a large-scale land acquisition scheme, which, according to investigators, operated from 2022 to 2025 and was based on manipulation of state cadastre data, the use of impersonators, and forged documents.
The key figure in the proceedings is Dmytro Kopylov , an Odessa businessman, owner of the security agency Patriot Security Agency and the Che Guevara restaurant. According to the investigation, he organized and coordinated a group of individuals who systematically searched for vacant or improperly registered land plots in Odessa , in particular in prestigious and recreational areas.
The scheme, according to the investigation, involved identifying plots of land that were not properly entered into the electronic cadastre, the subsequent production of false state acts or decisions of local government bodies, as well as making changes through so-called "black" registrars. Land survey engineers and loyal notaries were involved in the process.
After the initial registration, the plots were re-registered through a chain of fictitious transactions - donation, division, contribution to the authorized capital of shell companies, merger and re-registration. Such a multi-level structure, according to the investigation, made it difficult to trace the origin of the assets and created the appearance of bona fide acquisition.
Among the legal entities that appear in the case materials are LLC "LUI" , LLC "Avto-Agropromservis" , LLC "Odessa Medical Center" , LLC "AMK Ukraine" and LLC "Black Sea Development Ukraine" . Some of them, according to the investigation, were registered under front persons or were used to legalize property.
The proceedings also include Viktoria Bubnova , a beneficiary of Patriot Security Complex LLC , who, according to sources, has agreed to cooperate with the investigation. She previously provided Kopylov with a loan secured by real estate and, after a legal dispute, found herself in a conflict situation, which likely influenced her further actions in the case.
Individual episodes concern areas in different areas of the city, in particular on Rozkydaylivska , in Oleksandra Roitburda , in Vinogradny Lane , at Krasnova, 2/1 (part of the territory connected to the park), at Ovidiopolska Road, 5/1 , and at Mechnikova, 15. The facility at Fontanska Road, 74-A .
The investigation charges the suspects with fraud, forgery of documents, and money laundering. The court allowed the organizer to be detained as a preventive measure, but he is wanted and his whereabouts are currently unknown.
There are also speculations in the public space about the possible connections of the defendants with representatives of the local political elite, in particular with Hennadiy Trukhanov , as well as with Vitaliy Holodok and Larysa Etnarovych . However, these connections currently require separate verification within the framework of procedural actions.
The investigation is ongoing. Law enforcement officers are establishing a full list of participants in the scheme, verifying the origin of the land plots, and analyzing financial transactions related to possible money laundering.
