Volodymyr Havrylenko, known as “Havrilo,” a former deputy head of the Main Department of the State Tax Service in Kyiv, has become the subject of an investigation by the National Agency for Corruption Prevention (NACP). According to journalist Taras Seredych, the agency has identified signs of illicit enrichment and false declaration of 25 million hryvnias.![]()
In his 2021 tax return, Gavrylenko stated that he shared an apartment and two parking spaces in the Pechersk district of Kyiv with his wife, without specifying their value. However, an audit revealed that these properties were purchased by his father-in-law and mother-in-law for over 16 million hryvnias, although their income since 1998 has been just over 1.7 million hryvnias. The contracts were concluded on behalf of his mother-in-law using a power of attorney issued by his wife.
During the investigation, Gavrylenko explained that the apartment and parking spaces were purchased by his father-in-law and mother-in-law with funds donated to them by their 88-year-old grandfather, amounting to over 20 million hryvnias. In addition, the grandfather allegedly gave Gavrylenko’s wife 5 million hryvnias, which was also included in the declaration as cash (175 thousand US dollars).
The sources of origin of these funds, according to Havrylenko, are savings from income received from wages, the sale of real estate, movable property, a collection of ancient coins, icons, and precious metals. However, he did not present any documents confirming these transactions.
Volodymyr Havrylenko held the position of Deputy Head of the Department of the Main Directorate of the State Tax Service in Kyiv in 2023. Previously, in 2021, he headed the Internal Security Department of the Main Directorate of the State Tax Service in Kyiv region.
After being dismissed from his position in 2023, Volodymyr Havrylenko left for the United States, where he has been living since November 2023, renting housing, the cost and area of which he also did not indicate.
