Former MP Serhiy Kivalov has temporarily lost his status as a recipient of a record pension of 246,000 hryvnias per month. From now on, he will receive "only" 51,000. The corresponding reduction was a consequence of new decisions by the authorities aimed at limiting super-high pensions in 2025.
The reduction in payments did not only affect Kivalov — it applies to all pensioners who received disproportionately large pensions from the state budget. However, despite the radical reduction, Kivalov still remains the record holder for the size of his monthly pension in Ukraine.
This measure is temporary and only valid in 2025. It was introduced against the backdrop of war and growing state spending, particularly on the security and defense sector. It is expected that the mechanism will be reviewed in 2026.
As a reminder, Serhiy Kivalov was a People's Deputy of several convocations, the Chairman of the Central Election Commission in 2004, and also headed the Odessa Law Academy. His pension has long caused public outrage against the background of the general level of payments to other citizens.
