Since the beginning of the war, Ukraine has spent over 31 billion hryvnias on building shelters for civilians. This is an important part of ensuring security in the face of constant attacks. Tenders for these projects were conducted through the Prozorro platform, and 46,088 tender procedures have already been completed.
Main expenses by region
The leaders in spending on shelter construction were large cities and regions, with the largest amount of funds being directed to the capital and its environs:
- Kyiv – 7.2 billion UAH
- Kyiv region – UAH 4.2 billion
- Dnipropetrovsk region – 3 billion UAH
- Odessa region – UAH 2.2 billion
- Kharkiv region – UAH 1.9 billion
- Zaporizhia region – UAH 1.6 billion
- Lviv region – UAH 1.1 billion
These costs allow for the creation of the necessary infrastructure to protect citizens during attacks, but there are also significant disparities between different regions.
The smallest number of tenders won was recorded in such areas as:
- Luhansk – only 0.0002 billion UAH (0.0% of total expenses)
- Transcarpathia – UAH 0.1 billion (0.4%)
- Khmelnytskyi – UAH 0.3 billion (1%)
- Ternopil – UAH 0.3 billion (1%)
- Kirovohrad – UAH 0.4 billion (1%)
This indicates a significant uneven distribution of funds, which raises questions about the efficiency of using public resources in different regions.
While investment in shelters is an important part of ensuring security, issues of cost-effectiveness and fair distribution of funds remain. It is important that tenders are conducted transparently and that money is spent on providing reliable shelters where they are most needed.
