In February 2025, the Ukrainian Customs was unable to fulfill the budget plan, not having UAH 2.2 billion, which is under 4.4%. This is a negative indicator, but as Yaroslav Zheleznyak points out, the situation can be corrected, in particular by solving certain schemes that exist at customs.
In particular, one of the most obvious problems is the scheme of "Turning in beads" at the Lviv Customs. It is one of the main causes of the shortage. Due to this scheme, up to 200 machines rotate on a constant basis, which result in up to UAH 600 million per month. This is approximately 25% of the total shortage.
As evidence of this scheme, the author indicates a specific case with Iveco BUSCO BUC5179TM, which made three flights for February, with each flight losing up to UAH 1 million in the budget due to signed contracts on cargo worth from $ 100 to $ 200 thousand.
Assuming that 200 buses made three such flights, the customs lost only from this scheme alone in February. Therefore, according to Zheleznyak, to significantly improve the situation and replenish the budget, it is necessary to solve the problem with this scheme.
However, it seems that the desire to solve the problem is not enough, and the situation around this issue remains open for further manipulation and continuation of such practices.
