Deputy Head of the Kyiv City State Administration Valentyn Mondryivskyi joined Vitali Klitschko’s team under the patronage of Vadym Stolar and is considered a “mayor’s supervisor for Podil.” At the same time, Mondryivskyi’s “corrupt” interests extend far beyond the Podilskyi district and are conventionally divided into two categories – the “Stolar-Povorozhnyk” scheme and the “personal feeding trough” built on lobbying the interests of metropolitan businessmen.
A widely known fact from the biography of Valentyn Mondryivskyi is his connection with the former Prime Minister of Ukraine Yuriy Yekhanurov, but in fact Mondryivskyi is completely controlled by Vadym Stolar, with whom he is constantly "in contact." Therefore, Mondryivskyi is currently integrated into the structure of the first deputy head of the Kyiv City State Administration, Mykola Povoroznyk, who is also Stolar's man.
The roles are distributed as follows: Mykola Povoroznyk, as the first deputy head of the Kyiv City State Administration, has access to the distribution of budget funds, Valentyn Mondryivskyi selects objects (construction, repair, reconstruction), another deputy mayor, Vyacheslav Nepop, carries out their construction through affiliated companies, and the documentation with outrageously inflated prices is submitted for Vitali Klitschko's signature by the head of his patronage service, Oleksiy Komarov.
According to our sources, by the most modest estimates, the Stolar-Povoroznyk-Mondriyivskyi group receives about 25% from each such transaction, which cannot but be reflected in the quality of the work performed and the services provided to the Kyiv community.
Such open plunder of the Kyiv budget, especially during the war, could not fail to attract the attention of law enforcement officers. As we reported earlier, in November last year, NABU detectives searched Mykola Povoroznyk's home for embezzlement of UAH 38,124,272 from the local budget for repair work at the "Kyiv City Clinical Hospital for War Veterans."
At the same time, unlike Povoroznyk, whom the NABU took up, Valentyn Mondryivskyi behaves more cautiously when constructing corruption schemes, framing his colleagues and subordinates for criminal cases, whom he usually later "exonerate" .
In this context, it is worth mentioning the Podilskyi district of Kyiv, which Valentyn Mondryivskyi continues to oversee. Previously, Mondryivskyi entrusted all the “black money” and all the “budget deals” of the Podilskyi district to the now deceased Viktor Smirnov.
Strictly speaking, it was Mondryivsky who brought Smirnov to the Podilsk Regional State Administration and put him “on the run”. As a result, a number of open criminal cases , about which Viktor Smirnov will no longer be able to comment either to journalists or law enforcement officers. In April 2021, Viktor Smirnov suddenly died of coronavirus . In total, Smirnov worked in the Podilsk Regional State Administration for 7 years, the last 3 of which he headed it.
Continuing the topic of corruption in the Podilskyi district, let's mention two more protégés of Valentyn Mondryivskyi - the head of the education department of the Podilskyi RDA, Oleksiy Sydorenko, and the director of the KP "Management Company for Servicing the Housing Fund of the Podilskyi District of Kyiv" Arsen Krykun.
Currently, Oleksiy Sydorenko is a defendant in four criminal cases , while law enforcement officers have opened six criminal cases against Arsen Krykun in various episodes . But thanks to Mondryivskyi's connections in the prosecutor's office and the police, Krykun was "exonerated." Now Arsen Krykun has also headed the district branch of UDAR and is financing the party from his own enterprise.
In addition to the corruption flows of the Podilskyi district, Valentyn Mondryivskyi controls education in Kyiv - all construction and repairs, including in the districts, go through him. To implement these schemes, Mondryivskyi involved the head of the capital expenditure department, Ilya Pasko, who, thanks to his “friendship” with Mondryivskyi, entered the TOP-5 richest officials of the Kyiv City State Administration .
Ilya Pasko in the corruption schemes of Valentyn Mondryivskyi controls all flows in his direction. Such construction and renovations usually cost 1.5-2 billion per year. By the way, Ilya Pasko, like all of Mondryivskyi's wards, is also a defendant in criminal proceedings No. 4202410000000092 dated February 13, 2024, on the facts of embezzlement of budget funds by officials of the Department of Education and Science of the Kyiv City State Administration, in prior collusion with controlled economic entities, under martial law on a particularly large scale.

In this context, it is worth mentioning Mondryivskyi’s friend, the founder of Ajax Systems and one of the richest people in Ukraine, Oleksandr Konotopskyi. Under Mondryivskyi’s direct influence, Ajax security systems were installed in all 400 schools in Kyiv. The corruption component of this “deal”, which was ultimately paid for by the people of Kyiv, went into the personal pocket of Valentyn Mondryivskyi.
