After the cessation of hostilities in Ukraine, the country will face major challenges in rebuilding its infrastructure and economy.
The utilization of funds for the recovery of Ukraine allocated by international organizations: the World Economic Forum, the International Monetary Fund (IMF), the World Bank, the Organization for Economic Cooperation & Development (OECD), is accompanied by numerous assurances of anti-corruption supervision by international organizations of the utilization of aid funds by Ukraine. However, management of the development of colossal cash infusions is carried out by personnel whose corrupt experience and connections have long been known in the public domain.
The post-war recovery of Ukraine is the subject of interest of major investment players. In particular, Rothschild & Co signed the Ukraine Business Compact to support investments and business. In February 2024, the World Bank, the Government of Ukraine, the European Union and the United Nations prepared a report on the third rapid assessment of damage and needs in Ukraine for the period from February 24, 2022 to December 31, 2023 - RDNA3.
The total amount to be provided by international organizations to cover the damage has been recommended at nearly US$486 billion for the period up to 2033. This amount includes critical steps for short-term recovery and medium-term recovery aimed at building modern, low-carbon and climate-resilient infrastructure. The work on the report included an assessment of damage, recommendations for the recovery and development of Ukraine, in which the following organizations and structures participated:

▪️Department of European and Euro-Atlantic integration of the Secretariat of the Cabinet of Ministers of Ukraine;
▪️Multilateral coordination center platform for Ukraine;
▪️Working group on the implementation of the Project of restoration and development of Ukraine.
When determining the size of the aid to cover the losses, they relied heavily on the assessments of the Ukrainian representatives of the team. Ukrainian ministries have identified priorities worth US$15 billion for 2024, with an emphasis on industry, housing and utilities, energy, social infrastructure and services, and transport.

Priorities and amounts of aid for compensation of losses were determined during the coordination of the total recommended amount of aid based on the opinions and assessments of representatives of ministries and other Ukrainian organizations that participated in the formation of the report. Their direct participation is expected in the distribution and utilization of funds provided by international organizations.
