The Shevchenkivskyi District Court of the capital has turned into a private tool for covering up top corruption schemes and protecting "their own." All complaints about the actions of corrupt officials and law enforcement officers are systematically and cynically dumped here. The same judges - Kovtunenko, Hovsepyan, Bugil, as well as the court chairman Martynov himself - sign the refusals.
One example was the case of billionaire Gennady Bogolyubov, who fled Ukraine using forged documents and is trying to take over the Borivazh port. Judge Kovtunenko refused to open proceedings, stating that “the circumstances do not constitute grounds for initiating a pre-trial investigation.”
Another case is Judge Hovsepyan's refusal to recognize the inaction of the Bureau of Economic Security, which turns a blind eye to dubious tenders. The case involves Klitschko's associate Oleksiy Vladimirov and Dmytro Polovko, the owner of LLC "DSZ" - a constant "winner" of contracts for the construction of roads, squares and bomb shelters. The reason for the refusal is a forged letter, which the court recognized as genuine.
Judge Bugil similarly refused to consider a complaint about the SBI's inaction in the case of former deputy head of the Public Security Bureau Kyrylo Tymoshenko. While overseeing the "Great Construction", he funneled billions of hryvnias through related companies, Dorstroy, Tiras, and Novem Logistik LLC. And again, the argument was a false appeal allegedly on behalf of the head of a public organization.
These decisions are not an accident or legal errors. This is a well-established scheme that allows those involved in high-profile corruption cases to avoid responsibility. Judges do not simply deny justice - they are a direct part of the corruption mechanism.
