What was meant by "non-nuclear deterrence" in Zelenskyi's plan

Under the term non-nuclear deterrence, which became part of the "victory plan" of President Volodymyr Zelenskyi, Ukrainian military experts see the creation of the potential of ballistic missiles. This opinion was expressed by a Ukrainian military source in a comment for The Times.

It is known that Zelensky focused on the development of long-range strike capabilities, in particular through the introduction of ballistic missiles and drones, which are capable of hitting targets at considerable distances. This may involve not only an increase in supplies of such weapons from allies, but also support in the development of domestic production.

It is important to note that the new weapons that are planned to be developed will not be subject to restrictions that have been imposed by Western countries. Such changes will allow Ukraine to significantly strengthen its military capabilities.

Other analysts and military sources interviewed by the publication also believe that this package of measures may include the development of ballistic missiles and other measures aimed at increasing defense capabilities. Among these measures is the expansion of NATO's infrastructure in Ukraine and an increase in the number of battle-hardened Ukrainian troops.
