In Ukraine, during martial law and general mobilization, conscripted men who violate military registration rules may be declared wanted by territorial recruitment centers (TRCs). Such individuals are subject to detention by police officers and delivery to the TRC.
Specialists from the INSEININ law firm explained that this is not a criminal, but an administrative investigation. Its main goal is to deliver the conscript to the CCC, where an administrative offense report will be drawn up and a fine of UAH 17,000 to 25,500 will be issued.
Among the main reasons why a conscript may be declared wanted and forcibly delivered to the CCC:

Absence from military registration at the place of residence

Ignoring a summons that was delivered in person, by mail, at a business or educational institution

After detecting a violation, CCC employees contact the police with a request to search for and detain the violator.
If a person is detained, they are taken to the CCC, where the offenses are recorded in the Unified State Register of Conscripts. In the military registration document of such a person, a note is made: “violations of military registration rules have been detected.”.
Due to martial law, control over military conscripts has been significantly tightened. Failure to fulfill military registration obligations can lead to fines, detention, and forced delivery to the CCC. Therefore, lawyers advise to clarify your military registration data in a timely manner and not ignore summonses in order to avoid administrative liability.
