A system of economic reservation from mobilization may start operating in Ukraine already this year. The head of the financial committee of the Verkhovna Rada, Danylo Hetmantsev, said this in an interview. According to him, the implementation of this mechanism is a complex socio-political decision that causes controversy and requires a careful approach.
Hetmantsev emphasized that the introduction of economic booking is one of the most difficult issues in the last five years. "This decision divides people during war, which can create additional social contradictions. It is also important to take into account the perception of this decision by the military, which is key in the context of demobilization, which we cannot physically carry out," he said.
The Ministry of Finance has estimated that the monthly revenues to the budget from economy bookings can amount to about 8 billion hryvnias. This forecast is based on the assumption that the majority of conscripts who work today and receive a salary of less than 35 thousand hryvnias will receive exactly this amount after reservation.
Hetmantsev believes that the criterion for reservation should be the size of the "white" salary. He is convinced that this will contribute to detinization and the removal of salaries from the "shadow", which will have a positive effect on the economy as a whole. However, the People's Deputy also warns that there is no 100% certainty that all the expected funds will actually reach the budget.
Different booking models
The Ministry of Economy is preparing several models of economic reservations, which can be implemented as early as October-November 2024. The Verkhovna Rada also developed three concepts of economic reservation, which were presented during the meeting of the Committee on Economic Development. Options include:
- Payment of a special fee for booking employees.
- Reservation based on salary.
- Mixed booking model.
Each of these concepts has its advantages and disadvantages, and the decision to implement them will be made taking into account the economic situation and public mood.
Two draft laws have already been registered in the Verkhovna Rada, which propose new rules for the economic reservation of employees. According to these proposals, enterprises that pay the Single Social Contribution (SSC) over 40,000 hryvnias and have a staff of 10 or more will be able to book up to 50% of conscripts, conscripts and reservists.
