In August 2024, new rules regarding the departure of men abroad will be in effect in Ukraine, in particular due to the introduction of changes to legislation and Cabinet resolutions. According to the updated law, which entered into force on May 18, it is now necessary to update one's data in the territorial collection centers (TCC) in order to leave the country. This innovation will make it more difficult for those who did not update their documents in time to leave.
According to the new rules, verification of military registration documents will become mandatory for all men aged 18 to 60. In the absence of up-to-date documents, even if there are legal grounds for departure, men may be refused border crossing. Those who are on the national wanted list can be detained by the police at the decision of the border guards.
Otherwise, the conditions of departure remain unchanged: men can go abroad for reasons of a family nature, for treatment, study or in connection with professional duties.
Among the main reasons for leaving for family reasons are the presence of children or accompanying relatives with disabilities. In order to leave for medical reasons, a confirmation of the need for foreign treatment is required. Students can leave to study at international universities, provided certain requirements are met, such as having a student card and confirmation from the TCC.
For employees going on a business trip or for work reasons, it is necessary to have permission from the relevant ministries or military units.
Men excluded from military registration have the right to go abroad if they have not committed serious crimes. In this case, they need to have a military registration document with the appropriate mark and the conclusion of the medical commission.
