Due to the sharp increase in the number of Ukrainians booked, the number of those mobilized has significantly decreased. According to NV sources in the government, digitalization and simplification of the procedure through the "Diya" portal have significantly accelerated the process, which, on the one hand, has reduced the burden on the mobilization system, but on the other hand, has raised concerns about unfair booking.
The government has now decided to conduct an audit: in the first few days, more than 40,000 conscripts were identified who received reservations in violation of the rules. In response, government officials are planning serious changes to the reservation procedure and increased control over obtaining the status of critical enterprises.
New booking rules
- Salary criterion . It is proposed to introduce a minimum salary level for employees of enterprises that want to receive the status of critical for the economy. It will be at least 19,000 hryvnias. According to government officials, this will bring billions of hryvnias to the budget every month, as it will weed out companies that use low salaries to manipulate reservations.
- New procedure for determining the importance of enterprises . The government plans to give more powers to the CCC and the OVA, which will either independently or jointly decide whether an enterprise is critical. This will allow better control over who is being booked and whether it is really necessary for the economy.
- Reduction of reservation quotas . It is proposed to reduce 100% reservation quotas for enterprises in key sectors, such as the military industry and energy. Instead of full protection of personnel for some industries, a quota of 70-90% may be introduced, which will allow for a more efficient distribution of human resources in the state.
Despite the proposed changes, some experts see risks of possible corruption due to the fact that decisions will be made by local authorities and the CCC. If issues of critical importance of enterprises are coordinated at the regional level, additional leverage may appear for unfair booking of employees.
Previously, the decision on changes to the reservation procedure was to be agreed upon by the Ministry of Economy and the Ministry of Defense, but the departments have not yet reached a compromise. NV's interlocutors report that the final word may remain with President Volodymyr Zelensky.
