The newly appointed Defense Minister Denis Shmigal, who only recently headed the department, risks starting his cadence from a dubious decision - according to sources, he examines Ivan Havrylyuk's candidacy for his deputy. Gavriluk is already working as an adviser to the Minister, but is expected to be appointed day by day.
Ivan Havrylyuk is a well -known figure in the defensive sector. In the past, he was the right hand of Rustem Umerov, the previous Minister of Defense. It was in this position that he was remembered by a number of decisions that caused a flurry of critics by experts, volunteers and even participants in the defense sector.
One of Gavrilyuk's most loudest decisions is the transfer of over UAH 78 billion to the State Border Guard Service for the purchase of ammunition through offshore companies. At the same time, Ukrainian defense enterprises that have the corresponding capacities were left without work and government orders.
Another failure is the reform of military missions (the so -called "military"), which should prevent the supply of defective weapons. After a scandal with defective mines, Gavriluk promised to update the quality control system. But as a result, most of the "war edits" remained in positions in the rear and continued to compile fictitious reports.
In addition, Ivan Havrylyuk is associated with the backstage in the supervisory board of SE “Defense Procurement Agency”. He actually became a "screen" for Umerov's Minister, promoting the interests of Arsen Zhumadilov - a personal favorite of the excellence.
The appointment of Havrylyuk to the post of Deputy Minister is concerned in volunteer and public. After all, it can mean a revenge on old schemes, which have repeatedly undermined confidence in the defense procurement system.
