People's Deputy Nestor Shufrych, accused of treason and isolated from the political process through a court decision, does not leave legislative activity. While in a detention center, he registered a new law on national minorities in the Verkhovna Rada. Its appearance caused a wave of discussions not only because of the content, but also because of the circumstances of the submission.
Bill No. 13169, regarding amendments to the Law on National Minorities (Communities) of Ukraine "appeared on the website of Parliament on April 11. There are no supporting documents at this time, and therefore the exact content of the initiative is under the veil. It is only known that it concerns the use of languages of European Union countries in the context of European integration promotion.
According to the sources in parliament, the initiative may apply to the rights of the Hungarian minority - Shufrich has been heading the inter -parliamentary group of friendship with Hungary for a long time, and this issue is regularly in the center of diplomatic disputes between Kiev and Budapest.
The document registration is indicative. In February, Shufrych had already asked the Council's leadership to file a bill on his behalf - he referred to restrictions on access to the equipment. The Regulatory Committee then refused, since the law of appeal and the bill - different things.
But in a few weeks the bill was still in the council apparatus. As the movement "Honestly" found out, the document came in a cover letter ... from the Security Service of Ukraine. Formally - from the head of the pre -trial support department of the SBU.
Thus, the Parliament officially registered a document initiated by the accused in the state community, which is physically unable to attend the meetings, but retains the mandate and the powers of the deputy.
Shufrych is currently in the status of a MP, despite his arrest. He was removed from the post of chairman of the Committee on Freedom of Speech, but was left. The court allowed him to "fulfill the deputy's powers", but with restriction - without participation in plenary sessions.
This creates a legal precedent: a deputy whom the investigation suspects in many years of cooperation with the FSB continues to exercise the constitutional right to lawmaking. And he does so with the help of the SBU, which investigates against it.
We will remind, Shufrych was detained in the fall of 2023. During the searches in his apartment, the SBU staff found documents with the development of a script of autonomy of Donbass, Soviet symbolism and alleged direct evidence of his connection with the FSB agents. It is Shufrich who considers one of the main mouthpieces of the Kremlin messages in the media.
He is currently under arrest, which has been extended until mid -May.
