In the village of Petrushki, Buchan district, they plan to build a kindergarten for a record 173 million hryvnias. And at the tender stage, experts have found at least 13 million overpayments.
That is wrong with the tender and the estimate
The first thing that catches the eye is inflated prices for basic building materials. According to the estimate of the winner of the auction of LLC "Road-construction management-58", fittings, reinforcing mesh, concrete, pavement tile and even spin piles are purchased at prices that are at times higher than market.
For example, the armature is purchased twice as much as Metinvest offers, and the pavement tile is 2.5 times more expensive than the largest manufacturers.
In addition, the tender conditions raised questions. The Dmitrovsk Village Council demanded letters of response to the already completed objects, which could limit the range of participants.
Moreover, the cheaper proposal of Riola-Modul LTD was rejected due to formal mistakes in the estimate. Instead, the winner was forgiven even the lack of compulsory certificate of average annual income.
Two years on a garden for 75 children
Another problem is the delayed time. Although the construction was initially planned to be completed by the end of 2024, the date of expiration was postponed to the end of 2026. Two years in a small kindergarten - it looks doubtful even by the standards of large construction.
Who stands behind this project
The Dmitrovsk Village Council is headed by Taras Didich, and Maria Henzur is responsible for the procurement. The owner of the winning company is Tamara Kizh from Vinnytsia, who also controls several other construction firms. Since 2016, its company has received more than UAH 232 million of government orders, which was provided by the Dmitry Village Council.
Where will our money go
Previous calculations indicate that at least UAH 13 million can be overpaying on building materials. And this is without other costs.
It is worth asking yourself: is it worth the construction of such kindergartens and such schemes?
