Expirer of the Head of Police Department of Zhytomyr Region Viktor Pavlichenko was the focus of attention of the National Agency for Corruption Prevention. Verification of his declaration for 2022 found false data in the amount of more than UAH 11.67 million.
The main questions raised information about vehicles declared by Pavlichenko's wife. In particular, BMW X6 (2022) was indicated without value. Although according to KNISE experts, the market price of the car at the time of purchase was over UAH 5.7 million. The contract indicates only 3 thousand UAH. Pavlichenko himself explained this by the loss of documents, but such a discrepancy causes serious suspicions.
Problems also arose after two cargo MAN TGX 18.440, estimated by experts in more than UAH 2.3 million, but declared for 10 thousand UAH. A similar situation with Krone SD and Skoda Kodiaq car and a semi -trailer: Instead of a real value, more than UAH 1.3 million in the declaration appears symbolic amounts.
In addition, Pavlichenko declared $ 520 thousand in cash. The NACC found out that, given the official income of his family and a declared gift from his father, real savings could be a maximum of $ 200.8 thousand. More than $ 3,39,000 remained without confirmation of sources.
In 2020-2022, Pavlichenko's family spent considerable amounts on the purchase of real estate, car and other property. The total amount of costs significantly exceeds the declared income.
On the basis of the detected violations of the NACC, the materials were submitted to the DBR, which opened criminal proceedings under Art. 366-2 of the Criminal Code of Ukraine (declaration of false information).
Pavlichenko's attempt through court to challenge the findings of the NACC failed. On April 10, 2025, the Kyiv District Administrative Court closed the proceedings because the case falls under the jurisdiction of criminal proceedings.
Earlier, journalists reported that the Pavlichenko family also purchased Audi Rs SQ8 for 3 million UAH and made a purchase due to the lower cost.
